Project detail pages expansion pass

What changed

• Added /projects/promptmark-capture-pipeline/ with status, next action, blockers, and tracking links.
• Added /projects/obs-streaming-infrastructure/ with status, next action, blockers, and tracking links.
• Updated homepage active-projects strip link mapping so these projects route to dedicated pages instead of control-panel anchors.

Why

The project surface previously had dedicated detail pages only for Hockeyclaw and discord-claws, which made navigation inconsistent for other active tracks.

Follow-up

• Add remaining dedicated pages for active tracks not yet covered in /content/projects/.
